Birmingham: An Overlooked Suburb on the Cusp of Rezoning
Toledo planners have scheduled a July 15 hearing on rezoning 42 acres in the Birmingham neighborhood of East Toledo for mixed residential and light commercial use.
How we reported this

City planners filed the rezoning petition for Birmingham on June 22, targeting parcels bounded by East Broadway Street and the Norfolk Southern rail line.
The filing arrives as Toledo’s median home price reached $172,500 in the second quarter, up 9 percent from the same period last year, according to Lucas County auditor records released last week. Investors have watched similar rezonings in nearby neighborhoods produce 18 to 24 percent price gains within two years.
Local anchors driving interest
Birmingham sits three blocks from the East Toledo branch of the Toledo-Lucas County Public Library and one mile from the ProMedica Bay Park Hospital campus on Summit Street. Both facilities have expanded parking and shuttle routes this spring, improving daily access for residents who work shifts at the hospital or use the library’s job-training programs.
Current zoning limits most lots to single-family homes on 6,000-square-foot minimums. The proposed change would allow townhouses and small apartment buildings up to four stories on lots as small as 3,000 square feet, matching rules already in place along Dorr Street in the Old South End.
Price evidence and buyer activity
Fourteen properties in Birmingham sold between January and June for an average of $118,000, county deed records show. Three of those sales involved cash buyers who closed within 10 days, a pattern local agents link to out-of-state investors scouting rezoning candidates. Comparable blocks in the Lagrange neighborhood, rezoned in 2023, now list at $165,000 on average.
Lucas County Land Bank holds title to nine vacant lots in the target zone and has scheduled a sealed-bid sale for August 4. The agency will accept bids only from buyers who agree to break ground within 18 months of purchase.
Prospective buyers should review the preliminary site plan posted on the city’s planning department portal and attend the July 15 public hearing at One Government Center. Those who secure parcels before the final vote can lock in current tax valuations through the end of 2026 under the county’s pending incentive schedule.
