Toledo City Council Approves Public Transit Enhancement Ordinance Affecting Resident Commutes and Fares

The measure responds to ridership data in the authority's 2025 annual report, which showed a 12 percent increase in daily boardings since 2023 amid higher fuel prices and downtown construction projects that have lengthened some car trips.

Residents who rely on Route 2 along Dorr Street and Route 14 along Monroe Street will see added evening service, while the new Route 22 will connect the airport industrial park to central Toledo; the legislation states these changes are projected to lower average one-way travel times by 10 to 15 minutes for riders in those corridors.

Community Perspectives on Service Changes

Policy analysts at the University of Toledo's Urban Affairs Center note that the added service targets areas where 28 percent of households lack access to a vehicle according to 2024 census tract data. Local advocates note that shift workers at the airport and nearby warehouses have previously reported missing connections after 9 p.m., a gap the ordinance is expected to address through extended hours on three routes.

Budget Figures and Implementation Timeline

The ordinance draws the $4.8 million from the city's general fund without raising property taxes or transit fares in the 2027 budget year, according to the council's adopted amendment document. The Toledo Area Regional Transit Authority projects the changes will add 4,200 daily boardings once fully rolled out.

The authority must submit a detailed service plan to the council by September 30, after which new routes and schedules are scheduled to begin January 1, 2027.
